Essential Functions:
- Coordinates the facility’s cash and investment management activities.
- Maintains and provides accurate financial reporting records to the CEO and Board of Directors; provides advice and guidance in preparing and analyzing financial reports and executing appropriate responsive actions.
- Directs the Center’s banks in executing cash management decisions and works with the appropriate investment managers in coordinating fund transfers and monitoring investment performance.
- Recommends appropriate actions and strategies to respond to projected economic trends and/or regulatory changes.
- Assists in the evaluation of contractual agreements from MCO’s to ensure appropriate reimbursement for services rendered
- Participates in the center’s long-term and short-term financial strategic planning process.
- Directs and participates in the development of accounting, credit/collection and internal control policies and systems; and addresses related policy/system issues.
- Participates in the analysis of the financial implications of proposed capital projects and expenditures; and recommends the execution of appropriate measures to respond to projected economic trends and/or regulatory changes.
- Responsible for aligning UDS reports with financial reporting and submitting reports accurately and timely.
- Responsible for Purchasing and Contracts; ensuring that all purchases and contracts are conducted within the required federal, state, and local government/funding entities rules and regulations.
- Directs the Accounting Manager in providing and directing procedures and systems necessary to maintain proper records and to afford adequate accounting controls and services.
- Evaluates data processing needs on an ongoing basis and adapts programs to changing needs.
- Ensures annual physical inventory of pharmacy items is conducted in accordance with applicable policies and procedures.
- Assigns an external auditor to be present during annual physical inventory of pharmacy items.
- Serves as a liaison between the department Directors and other Center Administrators/Managers in coordinating interdepartmental planning efforts and addressing major budgeting issues.
- Maintains and updates department specific budgets and communicates with Department Managers regarding budgetary constraints.
- Provides advice and assistance to department Managers in analyzing and interpreting financial data and reports.
- Ensures that accurate information is provided on a timely basis and assists, as needed, in facilitating the efficient conduct of external audits, examinations and related financial projects.
- Analyzes, consolidates and directs all cost accounting procedures together with other statistical and routine reports.
- Serves on the Compliance and Finance Board of Director Committees as ex-officio .
- Maintains and reports monthly status of grants and financial condition of the Center to the CEO and Board of Directors.
- Attends annual review and performs departmental in-services.
- Attends committee, and management meetings as appropriate.
- Resolves personnel concerns at the departmental level, utilizing the grievance process as required.
- Serves as the Center’s Corporate Responsibility Officer in accordance with regulatory agencies.
- Effectively and consistently communicates administrative directives to personnel and encourages interactive departmental meetings and discussions.
- Complies with all organization policies regarding ethical business practices.
- Performs other related duties as assigned.
Knowledge, Skills and Abilities:
- Computer knowledge, to include Accounting software, Excel, Word, Outlook etc.
- Ability to maintain good rapport and cooperative working relationship with physicians, departments and staff.
- Ability to represent the organization in a positive and professional manner.
- Ability to function independently, attends to detail, works under pressure, and prioritize multiple projects.
- Creative, energetic individual with strong supervisory abilities; professional appearance, attitude and motivation is essential.
- Ability to establish a leadership role.
- Culturally sensitive to the population served by a Community Primary Health Care Center.
- Knowledge of accounting, finance, reimbursement, budgeting, credit and collection as it relates to healthcare.
- Ability to work in a team environment.
Minimum Qualifications:
- Bachelor’s of Science degree in Business, Accounting or Finance required
- Masters of Science degree in Business, Accounting or Finance preferred
- 3-5 years’ experience in a hospital or healthcare setting
- Minimum 2 years’ experience in a supervisory role preferred.
- Experience with a Federally Qualified Health Center (FQHC) preferred.
- Experience in Federal guidelines regarding budget and financing
- Experience with cost report and government reporting
- Experience with automated accounting and billing systems.
- Experience with Internal Control and COSO in the Federal Government preferred.
